The National Council for Library and Information Services (NCLIS) and the Department of Arts and Culture are hosting a Pre-Conference Workshop on the Library Transformation Charter on Monday, 6 October 2008, at the Roof Terrace, ICC, Cape Town, from 10:00 to 15:00.
The aim of the Workshop is to discuss the draft Library Transformation Charter with delegates. The Workshop is now open to all of those interested in attending.
(This session will be in addition to the publicized session on the Transformation Charter due to take place on Tuesday, 7 October 2008).
The venue can only accommodate 120 people, therefore those confirming first
would be first accommodated.

This intensive two-day programme designed in conjunction with CBM Training will enable managers, supervisors and leaders with a wealth of valuable information and practical skills for use in improving the way they handle and manage others. SABINET LIASA Western Cape Branch Librarian of the year 2008
The LIASA Western Cape Branch Librarian of the Year for 2008 was awarded to Naomi Haasbroek. Naomi has served in many capacities in the LIASA structures since it's inception. She has twice served as LIASA WC Branch Chair, she has served as the Deputy President for 1 term as well as being the current National Secretary. She is also LIASA Conference Programme Chair. Throughout her terms of office, Naomi has always displayed a sense of professionalism that has been an inspiration to many of her colleagues in the association. She has always shown willingness to lead when called upon and has been a role model for many in the association as well.
On a professional level, Naomi is the Head of Library & Information Services at Ithemba Labs and has also played a leadership role in her workplace by means of a mentorship programme instituted at her workplace.

Communique from President: National Elections Update
The purpose of this email is to update you on the National Elections since my last communique on the National Elections.
As you may recall, we issued a new call for nominations for the following portfolios:-
* National Treasurer
* National Secretary
The closing date was 15 August 2008.
The following nominations were received by the due date, and are valid:-
One nomination was received for the portfolio of National Secretary:-

Two valid nominations were received for the portfolio of National Treasurer:-

* Rirhandzu Mhinga
You will recall that in the last round, Karin Kitching was nominated unopposed for this position but unfortunately had to withdraw due to work commitments. Having worked out the challenges, she has reconsidered and is now prepared to serve again.
Given the above and in line with our election procedures as stipulated in our constitution we can conclude that: -
* Since we only received one valid nomination by the closing date (15 August 2008) for the position of National Secretary, Dr Judy Henning is duly elected unopposed to this position.
* Since there are two valid nominations for the position of National Treasurer, an election is to take place.
Ballot papers will be posted to members in due course and will made available on the LIASA website, to be returned by Tuesday 7 October 2008 12 pm either by post, or faxed to Johann Pienaar, the Electoral Officer, or dropped in the sealed ballot box in the LIASA Secretariat Office at the LIASA Conference.

The Conference Programme Committee has been hard at work at finalising what will be an exciting and interesting programme. We undertake to have the programme available on Monday 18 August on the LIASA website.

Serving on Committees by Rheina Epstein
Further to the 2nd call for nominations in the Western Cape, Rheina Epstein would like to share the following article, penned in April 2003 for the Cape Librarian with you.
COMMITTEES * a chore, a bore or a learning opportunity?
At the opening of National Library Week in March, Professor Shirley Walters of the University of the Western Cape stressed the importance of life-long learning * learning that continues beyond and outside formal education, under many different circumstances, at different times and in many different ways. A frequently underestimated learning opportunity and a very rewarding one is membership of a professional association and more significantly as a member of the committee or sub-committees of these associations, particularly at a local level.
Many years ago the Chairman of the former Cape Town Film Society said that, although an interest in films was a prerequisite for a member of his committee, what was more important for him was that committee member’s particular skills, whether it be bookkeeping, minute keeping, organisational ability or a flair for publicity. To me this is the essence of a committee - essentially a group of people combining their interest, talents, and skills to either create or maintain a dynamic, viable organisation, enterprise or project. And it is in this combination that a number of skills can be learnt or further developed either by the team as a whole or by individuals in their different portfolios. So what is the knowledge or skills that membership of a committee provides?
The first lesson that anybody learns is to operate as a team through the proper Rules of Procedure and Conduct of meetings. The essence of these rules is to ensure that issues are comprehensively debated, that everybody has an opportunity to be heard and that the decisions that are reached are, at least, consensual if not unanimous and hopefully fair.
Another lesson is exposure not only to different points of view but also to different levels of expertise and experience. This is particularly applicable in a professional committee where position and status figure less than that which the member brings to the table and is willing to share. This interaction cannot be over-estimated as the learning generated is often intangible and only appreciated when it is applied in another place and time.
Each portfolio also offers its own lessons*
Chairing a committee requires its own particular skills of applying procedure, keeping control (yes control, as committees can be sometimes somewhat unruly), delegating tasks to portfolio members and finally chairing plenary meetings of the membership. Not everybody can be a chairperson * often it is an inborn talent or gift requiring an ability to actively listen and to sum up with tact. Exposure to a good chairperson or different styles of chairing is an education in itself.
The secretary has the unenviable honour of being the lynchpin that keeps the committee together through efficient administration including minute keeping, correspondence and organising meetings.
Minute keeping develops the skill of being able to keep up with the discussion as well as ensuring that what is said and, more specifically, decided is accurately noted, with no possibility of misinterpretation. And the art of writing letters is not only universally applicable but also an asset in any professional career.
Organising meetings and functions usually involves a number of people. The experience and skills acquired can apply in any work situation as the basic organisational and logistical needs are often the same * they only differ in the number of people for whom the function or meeting is being organised.
Anybody carrying the liaison or public relations portfolio has the enviable opportunity to develop relationships and create links with the media, to learn how to write effective press releases, and to speak in public.
The ability to perform these committee functions is invaluable in any library, professional or civic context. But besides the skills learnt in committees * the visible outcomes as it were- there are also many intangible benefits such as:
Interacting with different people from different organisations and particularly meeting interesting guest speakers.
Networking opportunities- or more blatantly put- making useful contacts. It is so much easier to telephone or email somebody you know in another organisation for either direct help or referral * on the understanding, of course, that you will reciprocate where and when necessary.
Sharing problems and solutions * very often there are problems common to any library and the solutions may be there for the sharing.
Keeping abreast of new developments not only in other libraries but in the profession as a whole and finally
The thrill and satisfaction of working together with others on a project or task and the good feeling when it comes to its successful fruition - whatever its size or complexity.
Of course, there is a price to be paid * relatively insignificant in my opinion in relation to the benefits * and that is the willingness to devote time and energy to attending meetings and to getting allocated tasks done. Often this has to be done in one’s own time, unless the exigencies of work allow, but whatever the cost, the learning gained is invaluable.
One accepts that not everybody is a committee animal and that some people have a particular aptitude. And it is true that badly run meetings can be time-consuming and often time-wasting. But the point that I am making is that for those who want to broaden their professional horizons and extend their personal development, serving on a committee is one of the more pleasurable ways of so doing. Incidentally it cannot be emphasised enough that a network of organisations and their committees in civil society is an essential element of any democracy involving, as they do, constitutions, candidates, elections, mandated power to take decisions on behalf of their constituents or interest group and, finally, to implement them.

As you are probably aware, this is an election year for LIASA for the new term of office starting October 2008 - 2010.
The purpose of this email is to update members on the national election process thus far.
The call for nominations for President-Elect, National Secretary, Treasurer and National Public Relations Officer was circulated on the web page, listserv and through LIASA-in-Touch. Members who are elected to these positions join incoming President Rachel More to lead LIASA into its second decade.
The closing date for nominations was Sunday 15 June 2008. For nominations to be valid, it had to be received in the National Office by that date.
The following nominations were received before or on the 15 June 2008 :
President-Elect : Mrs Naomi Haasbroek
National Treasurer : Mrs Karin Kitching
National Secretary : Mrs Naomi Haasbroek
National Public Relations Officer : Mrs Rebecca Senyolo.
In addition to these nomination we received two late nominations ( 17 and 18 June 2008): ie
Secretary : Dr Judy Henning
PRO : Mr Mandla Ntombela
Subsequently we have had the following developments :
Mrs Haasbroek withdrew her nomination for the position as National Secretary and
Mrs Kitching was compelled to withdraw her nomination as National Treasurer as a result of work commitments.
Given the above and in line with our election procedures as stipulated in our constitution we can conclude that :
* Since we only receive one valid nomination at the closing date ( Sunday 15 June 2008) for the positions of President Elect and PRO, the colleagues Mrs Haasbroek and Mrs Rebecca Senyolo are duly elected unopposed in these positions;
* As a result of the withdrawal of Mrs Haasbroek and Mrs Kitching from the respective positions of National Secretary and Treasurer, these positions remain vacant
* A second call for nominations be invited for amongst LIASA members to fill these two vacant positions.
We congratulate Naomi Haasbroek as the incoming President-Elect, and Rebecca Senyolo as the incoming National Public Relations Officer.
We are herewith issuing a new call for nominations for the following portfolios:-
* National Treasurer

Congratulations to Mandela Scholarship Recipient Anita Shaw
Congratulations to Anita Shaw on receiving a scholarship from the Mandela Scholarship Fund for postgraduate studies at the University of Sussex. Anita has been accepted for a MA in Social Development and begins her studies in October this year.
The Mandela Scholarship Fund was set up in 1973 at the initiative of the Sussex Student Union and staff. The scholarships are aimed particularly at students who wish to study a development-related discipline, or to take a course that is unavailable in their own country.
Anita says that she saw the invitation to apply on the LIASAOnline listserv and in her application, wrote extensively about the role public libraries play in the development of communities in South Africa.
Anita is currently at the Grassy Park Public Library in Cape Town.

International Publishers Association Congress on its way to Africa for the first time
Cape Town & Western Cape wins bid
THE International Publishers Association’s (IPA) Publishers Congress will for the first time ever be held in Africa in 2012. The announcement that Cape Town and the Western Cape in South Africa won the bid to host this prestigious congress, was made in the city on Friday, 13 June 2008 - on the eve of this year’s Cape Town Book Fair at the Cape Town International Convention Centre (CTICC).
The Cape Town and Western Cape Convention Bureau, a business unit of Cape Town Routes Unlimited, the official tourism destination marketing organisation for Cape Town and the Western Cape, assisted the Publishers’ Association of South Africa (PASA) in securing the bid. The congress will be held at the CTICC from 11 to 14 June 2012.
Says Calvyn Gilfellan, Chief Executive of Cape Town Routes Unlimited: “Cape Town and the Western Cape is extremely proud to have beaten competitors such as India, Russia and Bosnia Herzegovina to secure the 29th IPA Publishers Congress. In the 2006/2007 financial year, the Cape Town and Western Cape Convention Bureau and its tourism partners submitted 30 bids for conferences, congresses and events with a potential economic value of more than R590 million. To date 10 of these bids have been secured with an economic value of R240 million.
The IPA Congress flag was handed over to Cape Town, PASA, South Africa and Africa by IPA President Ana María Cabanellas at last month’s IPA Publishers Congress in Seoul, Korea. She says: “The 29th IPA Publishers Congress will be a unique opportunity to understand the South African publishing industry and the African book market as a whole.” *
Brian Wafawarowa, Chair of the African Publishers Network (APNET), concurs: “Every region that has won the bid to host the IPA congress has utilised the rare opportunity to emphasise the centrality of the book to national economic and social development. With the Cape Town Book Fair becoming the premier book fair in Africa, the hosting of the 2012 IPA congress by South Africa will have a positive impact on the book sector on the continent.”
IPA organises an international Publishers Congress or Copyright Symposium every two years alternately, in co-operation with one of its member associations. Previous IPA congresses were held in Seoul, Korea in 2008, in Berlin, Germany in 2004, in Buenos Aires, Argentina in 2000 and in Barcelona, Spain in 1996.
“The success of the Cape Town bid is a success for Africa,” says Dudley Schroeder, Executive Director of PASA. ”It was a proud moment when the IPA Congress flag was handed to me to bring home to Cape Town. As this is the first IPA Publishers Congress to be held on African soil, the flag is a reminder of the great responsibility that has been entrusted to us.
“In 2012, the IPA Publishers Congress will be held back-to-back with the Cape Town Book Fair, which has already established itself as a rallying point for African publishers. Many delegates to the IPA Publishers Congress will attend both events and will also have an interest in exploring our beautiful city, province and country. THE International Publishers Association’s (IPA) Publishers Congress will for the first time ever be held in Africa in 2012. The announcement that Cape Town and the Western Cape in South Africa won the bid to host this prestigious congress, was made in the city on Friday, 13 June 2008 - on the eve of this year’s Cape Town Book Fair at the Cape Town International Convention Centre (CTICC).
The Cape Town and Western Cape Convention Bureau, a business unit of Cape Town Routes Unlimited, the official tourism destination marketing organisation for Cape Town and the Western Cape, assisted the Publishers’ Association of South Africa (PASA) in securing the bid. The congress will be held at the CTICC from 11 to 14 June 2012.
Says Calvyn Gilfellan, Chief Executive of Cape Town Routes Unlimited: “Cape Town and the Western Cape is extremely proud to have beaten competitors such as India, Russia and Bosnia Herzegovina to secure the 29th IPA Publishers Congress.
